State Administration Council held the meeting 1/2023 at the meeting hall of SAC Chairman’s Office here this afternoon, addressed by Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing.
Present were SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win, Secretary Lt-Gen Aung Lin Dway, and Joint Secretary Lt-Gen Ye Win Oo, SAC members General Mya Tun Oo, Admiral Tin Aung San, Lt-Gen Moe Myint Tun, Mahn Nyein Maung, U Thein Nyunt, U Khin Maung Swe, Daw Aye Nu Sein, Jeng Phang Naw Taung, U Moung Har, U Sai Lon Hsai, Saw Daniel, Dr Banya Aung Moe, U Shwe Kyein, Lt-Gen Soe Htut, and Lt-Gen Yar Pyae, Union Election Commission Chairman U Thein Soe and members, legal advisers and officials.
Registration of political parties and amendments In his address, the Senior General said as it is stated in the last point Upon accomplishing the provisions of the state of emergency, free and fair multiparty democratic elections will be held in line with the 2008 Constitution, and further work will be undertaken to hand over State duties to the winning party in accordance with democratic standards of the fivepoint Roadmap, the meeting would discussed preparatory works of the government. Of the over 90 parties, only 88 took part in the 2020 multiparty general election. Candidates of only 19 parties were elected as public representatives. Two individual candidates also won their seats.
It shows that the country has more parties than partywise representation of the public.
Parties should represent their supporters with dynamism and unity. The country should be led by the united strength of the people.
The country practiced a centralized system or single party system from 1962 to 1988. In the party registration process, the country provided relaxations in permitting the establishment of political parties for ensuring a swift democratization process during the 1990 election. The State Peace and Development Council government also provided relaxations in the party registration process with the goal of widening public knowledge of democracy.
According to the results of previous multiparty democracy general elections the number of parties that stood in them was high, but the number of parties who won hluttaw seats was low.
Although the number of parties was high, a group formed with members of a certain party was the majority, and if that group was small, it was unable to unite large areas or numbers.
So, all parties need further structural consolidation and systematization.
Political Parties Registration Law must be reviewed to make necessary amendments.
In order to hold the election as per the roadmap, reviews and advice are invited to approve the Political Parties Registration Law.
Discussions for amending Political Parties Registration Law The Union Election Commission Chairman reported on preparations to amend the law. The SAC Vice Chairman Deputy Prime Minister, the secretary, the joint secretary, Council members and attendees discussed matters related to amending the law.
The Senior General gave necessary supplementary guidance.
In conclusion, the Senior General said today’s meeting aimed to amend the political parties registration law. As the country is exercising the democratic system, it is necessary to strive for holding a free and fair election whatever it may be. All the people are to cast votes without fail. As the government has agreed with EAOs in cementing the multiparty democratic system and building the Union system based on democracy and federalism in principle, it is necessary to focus on holding the election across the nation and creating chance for the entire people to freely cast votes without threats and coercion.
The election needs political parties. It is important to enact the political parties registration law. Upon completion of reviewing and amending necessary measures, these will be released.
Likewise, the Union Election Commission should allow the political parties for registration but these parties must not violate the constitution. The Senior General stressed the need to open all election subcommission offices. Preparations must be made for compiling the correct voter list. Only when the commission obtains correct data across the nation will the voter lists be correct. The free and fair election must be held in all places with participation of the people, and such an election must be systematic and justified.
