New High Court building of Mon State was commissioned into service in Mawlamyine, Mon State, this morning attended by Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing. Also present were SAC Joint Secretary Lt-Gen Ye Win Oo, SAC members, the Union chief justice, Union ministers, Mon State Chief Minister U Zaw Lin Tun, senior military officers from the Office of the Commanderin-Chief, South-East Command Commander Maj-Gen Myat Thet Oo, officials of state government and region-, district and townshiplevel branches and guests. On arrival at the ceremony, the Senior General and party were welcomed by local national races and staff of the judicial sector. Union Chief Justice U Tun Tun Oo, Union Minister for Construction U Myo Thant, Chief Minister U Zaw Lin Tun, Commander Maj-Gen Myat Thet Oo and Advocate-General of Mon State U Nyi Nyi Soe formally opened the ceremony. The Senior General unveiled the signboard by pushing the button.
The Senior General and party posed for documentary photo and sprinkled scented water on the plaque.
Later, the Senior General and party were conducted round the high court building by officials.
The second part of the ceremony was held at the meeting room of the high court. The Union construction minister reported on points of the building and presented a video clip on it. He then handed over the papers to the Union chief justice.
The Senior General accepted a mosaic painting of the building as a commemorative gift from the Union chief justice.
In his address, the Senior General said SAC has adopted the five-point roadmap and nine objectives in endeavouring for peace, stability of the nation, economic development and socio-economic progress of the national people. In addition, it is amending, abolishing, making additions to and rewriting theout dated laws and rules.
Of the three organs of power – legislative, executive and judicial powers – Union Supreme Court is exercising the judicial power. The rule of law is an important sector and an essential need for the safety of daily lives of the entire people.
The government is implementing two political tasks – to strengthen genuine and disciplined multi-party democracy in accord with public aspiration and to build a Union based on democracy and federalism. In realizing the country’s democracy vision the judicial sector plays an important role in ensuring the basic needs — freedom, peace and justice. It must observe the provision of the Constitution — The Union shall guarantee any person to enjoy equal rights before the law and shall equally provide legal protection. As no one is above the law, it must hand down fair and right judgments in serving the people’s interest.
In accord with the Constitution, region/state high courts, district courts, courts of selfadministered division and selfadministered zones, township courts and other legally set-up courts have been formed under the Union Supreme Court. All the courts are exerting efforts to make correct judgments, improve their image and ensure a favourable ambience.
As the State has already provided the courts with all necessary features in accord with their status, it is hoped that theywill be the courts effectively serving the judicial sector.
It should not need to specialize that the judicial measures is crucial for winning the trust of the people. To win the trusts of the people, independent and correct decisions under the law, freedom of corruption, and quick and correct decisions are important for the courts. So also, the courts at different levels should have proper appearance, grandeur and smooth process of court service for the people.
The judicial measure is sensitive, and it should hand down deserved punishment on guilty person as well as not to punish guiltless person under the wrong judgment. As correct decisions plays a key role to correctly hand down the proper punishment over the committed cases, and judges need to always study legal affairs about judgments. Experiences and rationality of the judges are very important in the judicial estate for handing down the punishments which can hinder to the guilty persons not to commit such cases again.
It can be seen that many global countries are applying the technologies at the courts for judicial measures. They use computer, internet and related accessories as well as AI technology in judicial sector. Myanmar is applying ICT technologies as well as AI technology in judicial sector. Moreover, witnesses are interrogated through video conferencing. The Senior General expressed his satisfaction that efforts are being made for modernizing the judicial sector.
The government is always emphasizing the progress of judicial sector and arranges construction of new buildings for relevant courts and purchase of technological equipment.
The Senior General recounted that the government built high court buildings in Mandalay Region, Chin and Mon states.In this regard, the Mandalay Region High Court was commissioned into service on 22 January 2022 and the Mon State High Court was inaugurated today. The Senior General underscored that it is necessary to implement prevalence of law and order which is basic for democratic system. On the other hand, officials need to bring about keeping the court buildings neat and tidy, maintaining court buildings, furniture and records not to be lost and damaged and serving the interests of the people under the law with free from corruption.
The Chief Justice of the Union thanked for opening of the Mon State High Court in accord with the court characteristics and called for continuous maintaining the courts for long term existence, cleanliness and security measures.
After the ceremony, the Senior General and party cordially greeted the attendees.
At Mawlamyine Airport, the Senior General heard reports on upgrading of Mawlamyine airport, a plan underway to build an international airport near Mawlamyine and improvement of Mawlamyine-Ye railway by Union Minister for Transport and Communications Admiral Tin Aung San.
In his instructions, the Senior General stressed the need for keeping the Mawlamyine Airport neat and tidy. As the Mawlamyine Airport is close to the urban and the university, facing restrictions to extend further flights and expanding the runway, it will be moved to new place. Arrangements are being made to move the Mawlamyine Airport, and a modern airport will be builty for landing and taking off of all types of aeroplanes from airlines to contribute to development of Kayin and Mon states. The Senior General called for resumption of running passenger trains on Yangon-Mawlamyine-Ye railway section for rail transportation and cargo trains must also be resumed if necessary. It is necessary to upgrade the railway section in a systematic manner for permanent travelling. Officials were urged to supervise beautifying tasks along the railway. TheSenior General pointed out that officials need to make field trips for calculating the measures to strive for smooth and straight running of Mawlamyine-Dawei railway section with farsightedness.
