Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing addresses Yangon Region Security and Development meeting

    Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing delivered an address at the Yangon Region Security and Development meeting held at the meeting hall in Kone Myint Tha in Yangon Region this morning.

Also present at the meeting were Joint Secretary of the Council General Ye Win Oo and member Union Minister for Home Affairs Lt-Gen Yar Pyae of the SAC, the chief minister of Yangon Region, senior military officers from the Office of the Commander-in-Chief of Defence Services,the commander of Yangon Command, the Yangon mayor, ministers from the Yangon Region Government, military officers and departmental officials.

Officers report security measures

    First, Yangon Region Command Commander Maj-Gen Zaw Hein reported to the Senior General on measures taken for regional stability and security, formation of Public Security and Anti-terrorism teams, cooperation of personnel and departmental staff in taking the population and household census, arrests of terrorists and seizures of weapons and ammunition during security operations and tasks carried out for cleanliness and magnificence of pagodas by personnel from local battalions and members of the Myanmar Police Force.

Then, Chief Minister U Soe Thein reported to the Senior General on salient points of the region, security measures taken at posts in townships and major roads, formation of the supervisory committee for public security and anti-terrorism teams and formation of public security and anti-terrorism teams and provision of their needs, taking the population and household census in respective census areas and cooperation of security officers and departmental staff for regional stability.

Administrative, security officials, public required to perform duties with awareness and sense of security

    After hearing the reports, the Senior General delivered an address, saying members of the regional government and the regional command are required to cooperate in stability and security affairs in Yangon region. Nothing can be perfect in security matters and security measures involving the public can strengthen security. Public security means taking security measures in cooperation with the people conscientiously.

Security risks can be reduced by cooperation of responsible officials and the public in security issues. Security risks can be prevented and reduced if public staff cooperate in security matters with security awareness.

Public security and antiterrorism teams have been formed and members of the teams are required to always raise their security awareness.

Members of the teams are required to be vigilant against infiltration of terrorists into their wards and villages and for prevention of acts of terrorism in cooperation with the people with sense and awareness of security. Security can be strengthened only through public participation.

Since assumption of state duties, the SAC has adopted a future road map. It has clearly announced that the ultimate aim is to hold elections and to transfer state power to the winning government. It has consistently implemented the objective to achieve success.

It can be learnt from what is happening in the country and in the international community that lack of honesty in politics leads to suffering consequences of dishonesty Police, law enforcement, administrative officials mainly responsible for public security sector In a democracy, members of the police, law enforcement officials and administrative officials can mainly maintain democracy. Administrative bodies play an important role in the security sector. it is necessary to conduct training programs correctly and ensurethat the knowledge imparted can be practically applied in fulfilling duties. Security forces should be strong, reliable for the state, and trusted by the people. Administrative authorities should also recognize the responsibilities carried out by the police force and provide necessary administrative support and convenience. In terms of law enforcement and territorial security, members of the police force and administrative organizations should use the knowledge and skills they have been taught to perform their duties.

Those responsible for administration should ensure that basic rules and regulations, such as traffic and road safety rules, are strictly followed by the public.

Only by strictly enforcing basic rules can unwanted administrative issues be prevented.

Therefore, the maintenance of order within the city must also be given due emphasis.

District Administration Regarding district administration matters, districts have been expanded to effectively carry out administrative tasks and regional development projects.

Therefore, district administrators are required to use the authority entrusted to them efficiently and work broadly to ensure the development and stability of the townships under their jurisdiction.

They should administer the district to ensure coordination between the townships and the region, ensuring smooth administrative operations. In terms of security, district administrators are responsible for being constantly aware of the situations and changes within the townships they manage, assessing potential security risks.

They must also oversee law enforcement, ensure orderly living conditions, and maintain cleanliness and beauty within the townships.

Given that Yangon is a city with a large working population, including residents and workers from other regions, it is important to manage public spaces and transportation in an organized and regulated manner.

Moreover, as the country progresses on a multi-party democratic path, the rise of educated individuals is of paramount importance. District administrators are expected to maintain high enrollment rates in schools within their districts and ensure the growth of educated individuals.

They should also work to create employment opportunities within their districts. To achieve success in industries, agriculture, and livestock farming, systematic efforts must be made.

With the open season approaching soon, it is important to provide opportunities for individuals to engage in physical activities and group sports. It is essential to create environments where the public can participate in physical exercises safely, as physical activity leads to good health. Only through good health can one work and study effectively.

Therefore, administrative organizations in each district should do their best to create opportunities that promote both the physical and mental well-being of the public.

For those in administrative positions, it is important to strive to leave a lasting legacy in the areas where they serve.

They should aim to establish a history of governance that is recognized and respected by the public. To do so, administrators must understand and apply effective governance methods, ensuring the development of the areas under their responsibility.

Continuously studying and understanding administrative systems is key to fulfilling these duties effectively.
