Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing holds talks with PRC Prime Minister H.E. Mr. Li Qiang, attends welcoming dinner

Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing who is in the People’s Republic of China to attend summits at the invitation of PRC government met Prime Minister of PRC H.E. Mr. Li Qiang and party at Haigeng Garden Hotel in Kunming this afternoon.

First, the Senior General was warmly greeted by the PRC Prime Minister, and a documentary photo session then followed.

At the meeting, the Chinese Prime Minister extended a warm welcome to His Excellency the Senior General and delegation.

China and Myanmar, which share a common border where forests and hills of both countries are touching one another, have established deep Paukphaw relationship. Together, the two countries have overcome all political changes and challenges through strong bonds of relationship, and will further promote bilateral friendship and cooperation.

In his discussions, the Senior General thanked the Chinese government and officials for their hospitality towards the Myanmar delegation during the visit. He expressed pleasure and honor for the successful holding of the ceremony marking the 75th founding anniversary of PRC and the 3rd Plenary Session of the 20th Central Committee of Chinese Communist Party.

He then expressed belief that the meeting will serve as a platform for discussing the existing bilateral friendship and cooperation based on Paukphaw kinship and for establishing a closer bilateral cooperation not only between the two countries but also in regional and international areas. Myanmar would like to seriously reiterate that it has supported the one-China policy because China has been able to implement the policy successfully since the establishment of the PRC for more than 70 years and it is an important policy for China. Myanmar would like to thank China especially for its assistance for Myanmar in the aftermath of Typhoon Yagi.

Among the 52 countries that have invested in Myanmar, China is the second largest investor and special emphasis has been placed on safety and security of Chinese investments, projects and its citizens. Economic and technological assistance, cooperation and energy security for the development of Myanmar will be coordinated.

The new Muse-Mandalay-Kyaukphyu railroad project will be implemented in possible areas depending on the situation of the areas. For the economic development of Myanmar, I held meetings with Chinese investors in Myanmar and those who want to invest in Myanmar during my visit to Kunming and it was found that there were dynamic visions and willingness for cooperation.

Myanmar will take necessary measures to offer assistance for cooperation. Under the China-Myanmar Economic Cooperation Corridor project, Myanmar has placed emphasis on implementation of the project.

 And negotiations were held for detailed arrangements for agriculture, sports, health and rural development sectors.

In the peace sector, the Myanma Tatmadaw has declared a unilateral ceasefire since 2018 and has been implementing the peace process. During the ceasefire, the Tatmadaw responded to the attacks only when they were launched by armed groups. The MNDAA, the TNLA and the AA insurgent groups rejected the peace offer of the government of Myanmar issued in April, 2022 and the MNDAA launched attacks on Tatmadaw security posts and Chinshwehaw in border areas in Northern Shan State with the use of force on 27 October, 2023 with the aim of reviving their special region (1). A peace deal was reached thanks to mediation of the government of China but they continued to attack villages and towns in violation of the deal.

If they actually want peace, we have always opened the peace door and are ready to hold negotiations.

 Armed terrorists are required to give priority to things that should be instead of what they want to be.

Mr. Li Qiang, attends welcoming dinner that express desire for peace, will we be able to start negotiations.

Stability and development of border areas is very important for regional and national development and only when stability has been restored, can economic and trade cooperation be enhanced.

Therefore, it is necessary to combat illegal activities and illicit trade, which have supported armed groups in border areas.

To promote trade, border trade is essential and Yuan-Kyat direct trade between China and Myanmar is being implemented.

Then, the Chinese premier said China will fully support and offer assistance for internal stability of Myanmar and will stand with it as a good neighbourly country forever.

 It is praiseworthy that the Myanmar government has invited armed groups to resolve armed conflicts politically without resorting to violent means.

China has supported the five-point roadmap adopted by the SAC and it is hoped that China will be able to offer assistance for successfully holding elections in Myanmar.

Stability of northern Myanmar is important and it is reiterated that China recognizes the sovereignty and territorial integrity of Myanmar.

China will never accept activities that will damage the interests of Myanmar by taking a foothold in China. Border gates must be under the control of governments and further measures will be taken to fully control them.

Further negotiations will be held to develop China-Myanmar relations and political trust.

As the China-Myanmar Economic Corridor is a flagship project, implementation of the project will be accelerated. For strengthening of friendship between the peoples of the two countries, cooperation in multiple arenas will be stepped up in the diamond jubilee of diplomatic relations between the two countries.

As Myanmar affairs are issues of a neighbor of China, China will stand with Myanmar in the international arena.

Afterward, a ceremony to exchange memoranda of understanding and agreements between the PRC and Myanmar was held and seven MOUs and agreements including the exchange of land lease agreements between the Myanmar consulate in Kunming and Chinese consulate in Mandalay, agreements on projects for upgrading training schools and chemical standards for agricultural products and plant diseased prevention, the MOU on cooperation in precise measurement technologies, the MOU between the Standardization Administration of China and the Department of Research and Innovation of Myanmar, the MOU on sports promotion were signed and exchanged by responsible officials from the two countries in witness of the Senior General and the Chinese premier.

After the meeting, the Senior General and the Chinese premier warmly greeted officials from the two countries who attended the meeting.

In the evening, the Senior General attended the dinner hosted for heads of state who will attend the 8th Greater Mekong Subregion Economic Cooperation Program (GMS) Summit by the Chinese premier at the Kunming Intercontinental Hotel together with the heads of state.

First, the Senior General and heads of state were welcomed by officials from the People’s Republic of China.

 Then, the Chinese premier extended greetings.

Then, the Senior General and heads of state enjoyed dinner together while Chinese cultural troupes were performing traditional dances and music.
