Reciprocal joint declaration of two countries and speeches delivered by Russian Federation  President Vladimir Vladimirovich Putin and SAC Chairman Prime Minister Senior General Min Aung Hlaing in meeting with media   

President of the Russian Federation Vladimir Vladimirovich Putin delivered a speech. He said:

We welcome the visit of the Chairman of the State Administration Council and Prime Minister of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing, to Russia. There is also a trustworthy relationship between our two countries. The Prime Minister and I are holding discussions. Our main focus is on the implementation of cooperative projects between our two nations. In previous years, we signed a joint declaration on bilateral cooperation.

In 1948, Russia was among the first countries to recognize Myanmar’s independence, back when it was part of the Soviet Union. Later, the Soviet Union assisted Myanmar, including support for scholars.

With the help of the Soviet Union, Myanmar was able to implement significant projects in the education and healthcare sectors. Currently, Russia continues to support Myanmar.

It is also assisting in Myanmar’s industrial sector. Furthermore, Russia supports Myanmar in ensuring stability in its internal affairs. A joint declaration was issued, reaffirming our cooperation. We aim to further develop trade and investment between our two countries.Last year, the trade volume between our nations increased by approximately 40 percent.

Previously, it was around US$-2 billion. We are ready to expand our mutual trade relations. We are also cooperating in the financial sector, including loans and banking matters.

Our two countries’ governments are actively cooperating through the Bilateral Cooperation Commission. Recently, a trade commission meeting was held in Nay Pyi Taw. We are also collaborating in the energy sector and planning to conduct a strategic cooperation in this field. Moreover, we are ready to work together in other areas, particularly in the development of renewable energy sources. An agreement has been reached for the construction of small and small-scale nuclear power plants in Myanmar, which will significantly contribute to the country’s electricity supply.

Several agreements related to construction in Myanmar have also been made, which will create numerous job opportunities for workers and specialists. We are implementing joint projects in the industrial and advanced technology sectors.

With Russia’s support, a satellite data research centre has been established in Myanmar. The Prime Minister also visited Russia’s space agency, where he will gain valuable knowledge about Russia’s achievements in the space sector. Furthermore, we will enhance cooperation in the fields of culture and humanitarian. A Russian culture centre is planned to be opened in Myanmar. In Yangon, there are plans to construct the first Russian Orthodox Christian Church. Likewise, two cultural and Buddhist centres of Myanmar have been established in Russia.

We are very grateful to the Myanmar leaders for helping Myanmar citizens learn the Russian language. Russian is also taught at two well-known universities in Myanmar: Yangon and Mandalay University of Foreign Languages, as well as the Defence Services Academy.

There are plans to expand Russian language education in Myanmar. Currently, around 300 Myanmar students are studying at Russian universities. In total, about 10,000 Myanmar scholars  have completed training of various subjects at university various universities in Russia.

On 9 May, the 82nd National Victory Day will be celebrated in Moscow. I have invited the Prime Minister to attend this ceremony. The Myanmar Tatmadaw contingent will also participate in the Red Square parade, including the marchpast event. During discussions, we talked about international affairs. On most international issues, the positions of Russia and Myanmar align or are similar. We are cooperating on the global stage. We are working towards peaceful development in the Asia-Pacific region. Russia and Myanmar are actively cooperating in the field of security measures.

In conclusion, we are deeply grateful that we can work on constructive projects with our Myanmar friends. The visit of Prime Minister Senior General Min Aung Hlaing includes various significant matters.

The discussions held during the visit of the Chairman of the State Administration Council to Russia have been successful.

Based on the results achieved, I firmly believe that cooperation between the two countries will continue to develop in various sectors. Thank you very much for your patience and attention.

Chairman of the State Administration Council Prime Minister Senior General Min Aung  Hlaing also delivered a speech. He said:

Distinguished guests, including the esteemed President of the Russian Federation Mr. Vladimir Putin, and all distinguished attendees, I am here in the Russian Federation on a friendly visit at the invitation of President Putin. Russia is an important and trustworthy friend of Myanmar. Therefore, I would like to emphasize the great value we place on the bilateral relations between our two nations, which are built on mutual trust, understanding, and respect. The diplomatic relations between our two countries were established in 1948, and our friendship has deepened over the past 77 years, and our cooperation has become increasingly successful.

It is gratifying to witness the continued strengthening of our ties. During my visit, I had the opportunity to hold extensive discussions with President Putin on various international matters concerning both nations. Likewise, I met with Prime Minister H.E. Mikhail Vladimirovich Mishustim and the two parliamentary chairmen. We also discussed ways to enhance economic cooperation, promote economic development, and further strengthen our bilateral relations. At today’s meeting, both of our sides were able to enhance and implement numerous mutual agreements. In particular, the President has already provided a detailed explanation earlier. Due to our mutual trust and productive discussions, we were able to sign ten agreements. During our visit, we will officially open Myanmar consulates in Saint Petersburg and Novosibirsk.

We firmly believe that, through discussions and collaborations between both sides, we will be able to further expand our cooperation. Through this visit, the friendship between our two countries will deepen, and we are confident that cooperation will continue to develop in various sectors, including trade, economy, defence, science and technology, electricity, industry, and energy, achieving greater success in the near future.

Myanmar fully supports Russia and its people in ensuring the stability of Russia’s sovereignty and contributing to global peace.

Moreover, as Myanmar works toward its political objectives, we sincerely appreciate Russia’s consistent support for Myanmar on the international stage. Looking ahead, I would like to reaffirm that our two countries will continue to work closely together in international affairs.

I sincerely express my desire to continue working together to further strengthen and enhance the relations between Myanmar and the Russian Federation through our collaborative efforts. I would also like to extend my heartfelt gratitude for the warm welcome and the comprehensive arrangements made for our friendship visit. Moreover, I would like to extend an invitation to you, Honorable President, to visit Myanmar for a friendship visit at a mutually convenient time.
