For the country’s peace, stability,security and development, servicemen need to review things broadly and comparatively, from the four points of view—politics, economy,executive and defence, said Commander-in-Chief of Defence Services Senior General Min Aung Hlaing at a meeting with senior officer trainees at National Defence College this morning.
Also present at the meeting were Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, Union Ministers Lt-Gen Kyaw Swe, Lt-Gen Sein Win, Lt-Gen Ye Aung, Chief of the General Staff (Army, Navy and Air) General Mya Tun Oo, Commander-in-Chief(Navy) Admiral Tin Aung San,Commander-in-Chief (Air) General Maung Maung Kyaw, senior military officers from the Office of the Commander-in-Chief, command commanders, LID commanders and senior officer trainees from National Defence College.
In his opening speech, the Senior General said servicemen need to understand and abide by the laws when the country is on the multiparty democracy path. In addition, they need reading in order to expand their scope of knowledge and think about the things extensively.During the training period, they need to study the lessons from four points of view—politics, economy,administration and defence in combination with international situations. Executive patterns and ideals of countries and armed forces will not be exactly the same. Based on the real conditions, the armed forces and races of the countries,such patterns and ideals are fixed.There are many reasons any country cannot fix them in accordance with international standards. Servicemen need to make a constant learning of the military, economy, defence and administration. The Tatmadaw conducts training courses for servicemen from junior to senior officers step by step. The Tatmadaw has relegated executive, judicial and fiscal powers to servicemen starting from the commanding officer level. Thanks to it, they will get managerial experiences at the different levels of command.
With regard to the political point of view, the Senior General continued to say that during the 19th and 20th Centuries, there were big changes in the political system. Some countries were practising the democracy system while other countries were exercising the communism. For Myanmar’s independence struggle,the 30 Comrades was formed with youths. There were different political views among them. The Tatmadaw is performing the State and national affairs only without any political view. The Tatmadaw is making efforts to further cement the already-existed eternal peace with neighbouring countries. Myanmar adheres to an independent, active foreign policy and has friendly relations with all countries. Since the country regained her independence,there were changes in the political system. And there was no political stability. So, the country is marching on the multi-party democracy path steadfastly in order to make sure that the country sees political stability.
Regarding the ethnic affairs,the Senior General said there are more than 135 national races in Myanmar. All national races must stick to Myanmar minds and have unity. There will be no political stability in the country when ethics have different political views. The constitution gives equal rights to all ethnics, and regional development tasks are being undertaken as much as possible. Efforts are being made to achieve peace. Greater emphasis is being placed on development of ethnic people residing in far-flung regions. Likewise, full rights of ethnic are being given to national races residing in the country and the chances to those who have rights of citizenship under the law. As politics is much vast, the Senior General stressed the need to understand all the affairs related to ethnic affairs, political affairs and citizenship affairs.
With regard to international affairs in the political outlook,Myanmar is a member of the United Nations as well as a member of the ASEAN. Despite diversity in religions, ASEAN member countries give a helping hand to each other as a signifi cant point. Due to the First World War and the Second World War, the League of Nations and the United Nations emerged.Colonialized countries and small counties much relied on the United Nations. In order to carry out more effective tasks, global organizations such as the EU, AU, South Asia,East Asia and ASEAN came out. It needs to analyze political changes throughout the world in comparison with the politics of Myanmar.Myanmar is an independent and sovereign nation, and the sovereign nation defines Legitimacy of Rule. If a country accepts infl uence and interference of other country,the former will not be sovereign country.
Regarding the economic outlook,the economy is a main drive for a country. Without depending on sizes of the country area, other countries pay respect if the country is powerful of economy. Only when the economy develops, will the country have improvement. The Senior General stressed the need to compile correct and accurate facts and figures for economy of the nation. Only 30 percent of population is residing in the urban area but 70 percent in rural area. A total of 330 townships are formed with more than 60,000 villages. As the people residing in the rural regions are mainly engaged in agriculture,it needs to produce a large volume of agro-based finished goods with the use of modern technologies at present in order to export them to foreign countries. Likewise,efforts must be made to shift other raw materials of Myanmar to the finished goods for exportation. Only when production process reaches finished goods, will the people have employment opportunities,earn income and enjoy fruits of high demand. As such, it needs to combine agriculture, service and industries in proper ratios. As it needs to deploy intellectuals and intelligentsia to operate modern machinery in order to produce finished goods, emphasis must be placed on education promotion of the nation. Moreover, the Senior General urged them to study the ways and means to stabilize value of State currency.
In connection with administration,the Senior General noted that it needs to carry out all tasks under the law while walking on the democracy path and realize the just and fair administrative system. Tatmadaw members need to strictly abide by the military disciplines. They all must correctly follow the prescribed disciplines,laws and orders without discrimination of gender and age. State defence cannot be carried out by the Tatmadaw only. Achievement can be secured through public cooperation in State defence. In other countries, people participate in defence tasks. With regard to the defence outlook, the Senior General urged them to deeply and widely analyze and review the defence policies, defence laws,military service laws, diplomatic affairs, foreign relations, impacts on countries, histories and background factors of international armed forces. The Senior General urged them to try their best to be able to reliable ones for the Tatmadaw and the State by applying lessons and experiences obtained from the training course.
